Disaster Nursing Support Business Regulations

(Purpose)
Article 1 .
The Public Interest Corporation, Japan Academy of Nursing Science (hereinafter ‘the Academy’) will conduct business to assist nursing activities should a disaster strike in Japan or overseas. These regulations prescribe the standards and procedure to promote this business when the Academy conducts fundraising activities and provides financial support.

(Business description)
Article 2 .
The Academy shall conduct the following activities as a disaster nursing support business.
(1) Collection of capital to directly support nursing activities in disaster areas.
(2) Provide and disseminate information to support persons engaged in nursing activities in disaster areas.
(3) Other activities as specified by the Board of Directors.

(Fundraising activities)
Article 3 .
Fundraising money collected shall be handled as disaster nursing support fund, and used in accordance with Disaster Nursing Support Business Management Regulations.

(The Expert Committee on the Support Activities for Disaster Nursing)
Article 4 .
In order to promote the disaster nursing support business described in Article 2, the Academy shall establish a The Expert Committee on the Support Activities for Disaster Nursing (hereinafter ‘Management Committee’).
 2. The Management Committee shall be managed in accordance with Regulations set by the Board of Directors.

(Eligibility for nursing support grants)
Article 5 .
Disaster nursing support funds shall be applied to nursing activities and support activities conducted by Academy members and member groups of the Japan Association of Nursing Academies.
 2. Irrespective of Article 5.1, non-member organizations may be supported if decided by the Board of Directors.

(Support grant applications)
Article 6.
Applicants applying for support grants shall attach the required documents to the specified application by the date specified by the Board of Directors, and submit their application to the Chairperson of the Board of Directors.

(Application approval)
Article 7.
When the Chairperson of the Board of Directors receives a support grant application in accordance with Article 6, approval or denial etc. will be decided in consultation with the Management Committee, and the applicant shall be sent a Support Grant Result Notification.
 2. Activities eligible for support funds are as follows.
(1) Direct and indirect nursing activities in disaster areas
(2) Information collection activities in disaster areas, and surveys and research on disaster nursing
(3) Publicity activities and transmission of information valuable for nursing activities applying research results
(4) Other activities as permitted by the Management Committee
 3. Regardless of the activities listed in Article 7.2, the following activities will not be eligible for support funding.
(1) Activities managed by the nation or regional public bodies, or activities for which those bodies are considered responsible.
(2) Activities by organizations that have been established for less than 1 year. However, it is not applicable to the case where a substantial need is recognized.
(3) Activities of organizations whose eligibility is limited by nationality, religion, political or union affiliation etc., that are not open to the general public, where the main purpose is mutual benefit of the organization’s members, or where the social welfare aspects are not clearly defined.
(4) Activities where even though they are nursing activities, they are conducted as a vehicle for politics, religion or labor unions etc.
(5) Regardless of the title, the activities are considered to be conducted for profit.
(6) Activities where no effect can be expected to be derived from the support.
(7) Activities where other sources of grants are considered suitable for funding them.

(Decision on support grant value)
Article 8.
The decision on the value of the support grant shall be informed to the successful applicant by the Grant Conditions Notification.

(Grant payment request)
Article 9.
In order for the grantee to receive the grant after receiving the Grant Conditions Notification, the grantee must submit the required Grant Payment Request Form to the Chairpersonof the Board of Directors.

(Grant payment)
Article 10.
When the Academy has received the Grant Payment Request Form mentioned in Article 9, the Academy will confirm that the details are correct, then remit the grant money.

(Grant acquittal report)
Article 11.
When the grant has been acquitted, the grantee must promptly submit a Grant Acquittal Report to the Academy with proof of the expenditure details attached.
 2. If it is considered necessary, the Academy reserves the right to investigate the organization applying for the grant.

(Accounting for the grant money)
Article 12.
The grantee must always be able to account for the means by which the grant money is spent. If requested by the Academy, the grantee must present the applicable records and bookkeeping accounts, and is unable to decline an audit.

(Voiding of the grant)
Article 13.
If any of the following conditions applies to the grantee, the grantee may be required to repay all or some of its grant allocation to the Academy.
(1) If the grantee’s financial status is found to be extremely poor.
(2) If irregularities are found in the financial status of the grantee.
(3) If after remittance of the grant, part of the grantee’s business closes temporarily or permanently.
(4) If the grant money is applied to a business other than the specified business.
(5) If the application or grant acquittal report differs from the truth.
(6) If the instructions of the Academy are not complied with or inappropriate conduct is determined.

(Revision of these Regulations)
Article 14.
Revision of these Regulations can only be made by a motion approved by the Board of Directors.

Supplementary Provisions
These Regulations take effect from May 14, 2011.
