Article 1
These regulations specify the required items relating to election of Councilors, according to Article 18.2 of the Constitution of the Public Interest Corporation, Japan Academy of Nursing Science (hereinafter referred to as “the Academy”).

Article 2
The Board of Directors shall appoint five Regular members as Election Administration Committee members. The Election Administration Committee members shall form the Election Administration Committee (hereinafter “the Committee”).
 2 The Committee shall have a Chairperson. The Chairperson shall be selected by the Committee members.
 3 In accordance with regulations approved separately by the Board of Directors, the term of office of Committee members shall last from appointment as Election Administration Committee members, until the second election of Director candidates, when Director candidates are selected and the list of Director candidates is submitted to the Board of Directors.

Article 3
As specified in Constitution Article 18.4, the whole area shall be divided into the following 13 regions, with the prefectures of each area as shown in the Appendix Table: Hokkaido, Tohoku, Kanto A, Kanto B, Tokyo A (including overseas), Tokyo B Koshinetsu, Hokuriku, Tokai, Kinki A, Kinki B, Chugoku/Shikoku, Kyushu/Okinawa.

Article 4
Current Regular members at the time of creation of the electoral register shall be entitled to vote.

Article 5
The Committee must construct an electoral register and a list of members eligible for election. The Committee must then deliver the list of eligible members to all the voters.
 2 Members eligible for election are those Regular members who are not subject to the reappointment limitation imposed by Constitution Article 19.1.

Article 6
An election date shall be set by the Committee and announced to Regular members

Article 7
The election shall be voted by secret ballot.

Article 8
Each voter shall vote for the number of Councilors allocated to the voter’s region.

Article 9
The vote shall be counted by the Committee.

Article 10
Votes shall be counted with an observer present.
 2 The observer specified in the preceding item shall be selected by the Committee from among Councilors.

Article 11
When voting using a ballot paper, to be valid, ballots returned to the Committee must be postmarked by the deadline.

Article 12
Regardless of the voting method, the following votes shall be invalid:
(1) Votes entered for more than the allocated number of Councilors
(2) Votes in violation of the Constitution or these Election Regulations
 2 When voting using a ballot paper, the following votes shall be invalid:
(1) Votes not using the official ballot and envelope
(2) Votes using a blank outer envelope

Article 13
Councilors shall be elected in descending order of the number of votes obtained.
 2 A tied vote shall be resolved by the Committee conducting a lottery.
 3 Votes for candidates with the same surname and first name that cannot be distinguished by other candidates shall have the votes equally allocated among the candidates in question.
 4 When the elected persons have been decided, the Committee shall inform successful candidates of the election outcome and receive the consent of the successful candidates.
 5 When a successful candidate declines to be elected, the person with the next highest votes shall be elected.

Article 14
The Committee shall submit to the Board of Directors the list of Councilors elected for each area as well as the runners-up.

Article 15
Amendments of these regulations shall be made by resolution of the Board of Directors.

These Election Regulations take effect from January 30, 2007.
